The time in step is set up in the recon workflow template page.
On the template click the clock symbol 
to set up the time in step. You will have to set up the time format you want minutes, hours, days, or weeks. Specify the criteria for when you want the time in step to be highlighted in yellow and then in red.
Once set up you will have a time exception displayed in the template, this will be the maximum time that you would want the step to take meaning when the time in step becomes red.
